Would this be considered Child Abuse or Child Neglect on the Mother's part?

A mother has one16 year old daughter in high school who is very shy, pretty and a virgin. The family lives in a small rich town. The daughter was very focused on school and athletics and was somewhat sheltered from the big world. In 11th grade the daughter is in a cl which is planning a trip to a foreign country that summer. It just so happens that country is where the mothers family is from. The mother speaks the language and has been there before. The daughter comes to the mother a month before the trip and tells her she doesn't want to go because the male teacher who is taking them has been bothering her and she found a strange note on her work which she is not sure if it is from him? Her mother convinces her to go anyway and she arranges for her daughter to stay behind with relatives. The daughter goes on the trip and is left behind to this family by herself. The 31 year old male cousin decides to show up at the house and the girl calls her mom and tells her that this man wants to take her to see the sites. The mother knows the man and gets a bad feeling but doesn't say anything. The man who is her cousin ends being a psychopath who s her manipulates her into thinking that he is going to take her away from everything. The sister convinces the girl to get her hair cut short. The whole family she is with are crooks and the father makes pes at her to. She is sent back home alone after being d over the course of a month. She starts doing poorly in high school, the cousin continues to send her through email, the girl gets depressed and isolates herself from her friends. She gets ruminations about what happened. She doesn't want to go to college anymore. She gains weight and smokes cigarettes. She tells the mother after 6 months because the cousin who d her told her that he was going to come find her so she was scared into telling someone. The mom freaks out and says I read it all in your diary and what he did was wrong but we can't do anything because the age of consent is 16 in that country. She sends her daughter to therapy and eventually inpatient. The daughter eventually somehow finds a wonderful boy her age who falls in love with her, and is helping her get better. The mother allows the boy to stay over in an apartment on their property and just basically allows the relationship to go on. He plans on marrying her.
