Can anybody tell me the reason that a palm heel strike is an illegal technique in kickboxing?

The form of Kickboxing I was into used those dipped foam padded gloves and, they do not have any padding on the inside/palm. Techniques such as the front punch or reverse punch, ridge hand, back fist, hammer/bottom fist strikes were allowed.
